CALL TO ACTION: Federal Grants Should NOT Fund Voter Turnout Machines — Tell the Feds You Agree

WHAT

On May 29, 2026, the Office of Management and Budget published a sweeping proposed rule that would rewrite how virtually every federal grant in the country is administered.

The rule would expand the definition of unallowable lobbying to include voter registration campaigns, issue advocacy unrelated to the statutory objectives of the funded award, and attempts to influence a state's executive branch on matters unrelated to the award.

This expansion of the "unallowable lobbying" rule would put an end to tax dollars meant to help Americans in specific ways from being siphoned off for voter registration drives that too often target partisan demographic groups.

Let the federal government know you support the expanded definition of unallowable lobbying. Tell the feds you want to stop the flow of your tax dollars meant for scientific research and other worthy purposes into unrelated voter lobbying efforts.

Include the designation [200.450] at the start of your comment. That tells OMB reviewers exactly which section of the sprawling, multi-part rule the comment addresses. Since the docket covers dozens of separate provisions — DEI restrictions, grant termination authority, indirect cost rules, political appointee review, and more — OMB's own submission instructions ask commenters to lead with the bracketed section number so comments can be properly routed, sorted, and responded to.

Practically, this matters because under the Administrative Procedure Act, OMB is legally required to read and respond to significant comments before finalizing the rule.
